        Case # 99MR16                           Dowling                                               Page 2

REPRESENTATIONS TO BOARD:

                1.  Speaking for the applicant, Attorney John C. Webster III of Hanover                 requested a special permit to allow the use of a mobile home for 90 days                during construction of a permanent home at 690 High Street.

                2.  The Board said that the mobile home would have to be situated on the                site within the required setbacks for a hammerhead lot.

                3.  Webster told the Board that the mobile home will run parallel with the              street rather than perpendicular as indicated on the plan submitted but in              the same location.

                4.  Abutters Joseph and Jean Patts of 47 Big Rock Lane asked the                        maximum length of time the mobile home could be on site and were told           the Bylaw allows use of a mobile home for one year with a Special Permit                with a provision for a six-month extension.

                5.  Because the applicant was only applying for 90 days, the Patts were                 told, a new hearing would be required for any longer period and as abutters             they would receive notification.

                6.  The Planning Board offered no comment on the proposal.

FINDINGS:

        1.  With regard to the Special Permit the Board took into consideration each            of the following:

                a)  Social, economic, or community needs which are served by the                        proposal;

                b)  Traffic flow and safety;

                c)  Adequacy of utilities and other public services;

                d)  Neighborhood character and social structures;

                e)  Impacts of the natural environment;

                f)  Potential fiscal impact.
